The Impact of HSI STEM Grant Funding
The Department of Education released the names of the 91 Hispanic-Serving Institutions (HSIs) in 11 states and Puerto Rico that earned one of the HSI STEM and Articulation grants that begin in Fiscal Year 2017. The total funded amount is over $92 million and represents a significant and much needed federal investment in HSIs.
Of the 91 grantee institutions, 44 are two year public institutions; 2 are two year private; 17 are four year private; and 28 are four year public colleges and universities. The average grant value is $1,014,464 for each of the next five years. The total investment in these STEM grants is close to $500 million. However, the overall value of these grants cannot be overstated.
The Hispanic-Serving Institutions Science, Technology, Engineering and Mathematics and Articulation Programs (HSI STEM & Articulation Programs) is authorized under Title III, Part F, Section 371 of the Higher Education Act of 1965, as amended by the Health Care Reconciliation and Education Affordability Act of 2010.
The purpose of the STEM and articulation grants is to increase the number of Hispanic and low-income students attaining degrees in the fields of science, technology, engineering, and math (STEM) and to develop model transfer and articulation agreements between 2-year Hispanic-serving institutions and 4-year institutions in such fields.
The grants can be used in a variety of ways including:
• Renovation and improvement in classroom, library, laboratory, and other instructional facilities.
• Support of faculty exchanges, faculty development, and faculty fellowships to assist faculty in attaining advanced degrees in the faculty’s field of instruction.
• Academic tutoring and counseling programs and student support services.
This important grant program is set to expire at the end of 2019. It is imperative that HSIs and other members of the Minority-Serving Institutions (MSIs) community (TCUs, AANAPISIs, PBIs, etc) including Historically Black Colleges and Universities work together to petition Congress to extend the program's authority as part of the pending reauthorization of the Higher Education Act.
